Konstantin Kehl geht der Frage nach, weshalb es trotz Reformbedarfs und langjähriger Debatten bisher nicht gelungen ist, die Versorgungsstrukturen für pflege- und unterstützungsbedürftige Menschen im Sinne einer sozialinvestiven Politik weiterzuentwickeln, die die Vereinbarkeit von Pflege und Beruf verbessert und zivilgesellschaftliche Strukturen fördert. Der Autor fokussiert die Fähigkeiten von Koalitionen öffentlicher und privater Akteure zur Einflussnahme auf kollektiv bindende Entscheidungen in der Verhandlungsdemokratie und untersucht zwei mustergültige Reformen sozialinvestiver Pflegepolitik. Er zeigt, weshalb ökonomisch und im Sinne der Lebensqualität von Menschen vielversprechende Konzepte bisweilen politisch nicht konsequent umgesetzt werden.
