About the author

Dr. jur. Thomas Ellwein war von 1961 bis 1970 Professor in Frankfurt am Main, anschließend Direktor des Sozialwissenschaftlichen Instituts der Bundeswehr (München) und ab 1973 Präsident der Hochschule der Bundewehr in Hamburg. Er lehrte von 1976 bis 1991 als Professor für Politik- und Verwaltungswissenschaften an der Universität Konstanz.
