Vor dem Hintergrund der Protestaktionen irregulärerer Migranten (Sans-papiers) in Frankreich im Frühjahr 1996 und deren Entwicklung wird untersucht, wie es zu solchen Protestaktionen kommen konnte und warum sie eine große Resonanz hatten.
Dazu werden die französische Einwanderungspolitik und die Einwanderungsgesetzgebung analysiert.
Weiterhin wird gezeigt, wie sich die Sans-papiers zu einer sozialen Bewegung etablieren konnten und wie sie ihren Protest inszeniert haben, um als Issue in den Medien präsent zu sein.
