About this book

This book provides a comprehensive overview and insight of virtually all multilateral institutions involved in lending for international socio-economic development. The analysis covers twenty-five MDBs globally by classifying them in three groups based on geographical lending outreach. Unlike similar books and articles, which treat MDBs as banks, this book offers a novel perspective by addressing the specifics of multilateral lending institutions, revealing multiple aspects of their operations, going beyond the “bank” concept towards “knowledge bank,” “change agent,” and even “benchmark setter.”  

The book reflects on the key role of most MDBs in inspiring and advancing sustainable economic development through transfer of knowledge and funding towards addressing multiple global challenges for the benefit of practitioners, consultants, government officials, borrowers, and researchers interested in MDBs.

About the authors

Ihsan Ugur Delikanli served as CEO and Chairman of the Board of Directors of the Black Sea Trade and Development Bank (BSTDB, a Multilateral Development Bank, based in Greece) from 2014-2018. His experience includes various senior banking positions, e.g. Executive Vice President at an investment bank, Vice Chairman and Head of Department at the Banking Regulation and Supervision Agency of Turkey, member of the Turkish Accounting Standards Board and representative at the Basel Committee on Banking Supervision. He holds an MBA in Financial Management from University of Exeter, UK, and PhD in Accounting and Finance from Baskent University, Ankara, Turkey.


Todor Dimitrov has worked as Head of the Independent Evaluation Office of the Black Sea Trade and Development Bank since 2000. He has 30 years of experience in international development and evaluation, covering a wide range countries, sectors and institutions including the European Commission, the World Bank, think tanks, etc. He holds an MA degree in Economics from the University of the State of New York, USA. 


Roena Agolli completed a cooperation as a Guest Researcher with the Independent Evaluation Office of the Black Sea Trade and Development Bank. Previously, she has been a research scholarship holder at the University of Sheffield, UK, and has served as a research assistant at the International Faculty of the University of Sheffield-CITY College, Greece. She specializes in banking and finance.
