Die Autorin präsentiert ein Ordnungssystem, mit dem Informalität als Faktor politischer Entscheidungsprozesse beschrieben, eingeordnet und einer Analyse des empirischen Einzelfalls zugeführt werden kann. Gefragt wird nach den Strukturmerkmalen von Informalität und nach Mustern informellen Regierens und ihrer Kausalmechanismen sowie möglicher Leistungen bzw. funktionaler Beiträge von Informalität. Im Mittelpunkt des Analysemodells steht das Konzept der „Informalitätskultur“, mit dem die stabilen informellen Parameter (Akteure, Handlungsmuster und informelle Regelsysteme) einer Handlungsarena umfasst werden.
