Jan Labitzke analysiert empirisch anhand von ausgewählten Fallbeispielen die Arbeitsweise der Europäischen Kommission im Bereich ihrer Online-Konsultationen und bringt so Licht in die „black box“, als welche die Kommission häufig erscheint. Dabei diskutiert und kategorisiert der Autor Online-Konsultationen als Partizipationsinstrument vor dem Hintergrund der Theorien partizipativer Demokratie und „participatory governance“, um im Ergebnis deren Demokratisierungspotenzial zu bewerten.
