This book constitutes the refereed proceedings of the First Euro-FGI International Conference on Network Control and Optimization, NET-COOP 2007, held in Avignon, France in June 2007.

The 22 revised full papers presented together with nine invited lectures were carefully reviewed and selected from a total of 46 submissions.
